Kenneth Goodman: Deputy, Bureau of Facility Security & Special Operations, PA Department of Corrections (PA DOC)

Kenneth Goodman is a seasoned professional with nearly 30 years experience in corrections. He started his career with PA DOC at SCI Rockview, was named the Hostage Rescue Team Leader in 2006 and then Major Chief of Security in 2017. Today, Kenneth is responsible for the Incident Command System, Special Teams Emergency Response, FAST Operations, Field Tactical Training Division, Tactical Training for state, county and local facilities, Mission Planning, Policy and Procedure Development, Intelligence Information, Drug Interdiction, Use of Force reviews, Capital Case and High Risk Inmate Transport, Authorized Defensive Weapons, Legal mail processing, Security Processing Center, and Centralized Armory. He also provides consulting services to the Senior Staff of the PA DOC and other Bureaus of Central Office on all security related matters.

Shayne Reiter: Captain, Bureau of Facility Security & Special Operations, PA Department of Corrections (PA DOC)

Shayne Reiter has spent nearly 25 years with the PA DOC. He has personally served at three different correctional institutions before being promoted to Captain. Shayne is currently responsible for coordination, training, and response of Department’s Special Teams as well as coordination and monitoring of the state’s drone detection system and for all ammunition purchase and distribution for SCI’s and Parole.

Carl Grove: Founder & Co-Owner, C2 Tactical Training & Consulting

Carl Grove began his career in the U.S. Marine Corps, and then joined the Pennsylvania Department of Corrections (PA DOC). Dedicating 25 years to PA DOC, he had multiple roles including all facets of training. Carl co-wrote and trained correctional trainings including Corrections Tactical Team (CTT)/ Cell Extractions Standards for the American Correctional Association (ACA) and developed a certification process for CTT programs across the nation.
